Overall Persona: His parents were both companions of Doctor Whooves, and they "consumated their relationship" onboard the TARDIS. As such, Sea was contaminated by the timestream and became part time-pony. However, the doctor didn't want to endanger the baby by keeping it's parents onboard the TARDIS so he dropped them off.
Around 2 years later, Sea contracted an illness and died, leading to his first regeneration. As he's only part time-pony nobody knows how many times he'll be able to pull off this stunt so he tries to avoid danger as far as possible, but he'll still be willing to put himself in danger to protect those he loves without a second thought
